Area-Based Education (ABE)

The Area-Based Education (ABE) initiative seeks to address educational disparities and promote equity at local and provincial levels. It focuses on enhancing mechanisms to tackle area-specific challenges through robust collaboration in data, knowledge, and resources. Launched by the Equitable Education Fund (EEF) Thailand in 2019, the project targets underprivileged and marginalized children and youth, including those outside the formal educational system, across 10+ provinces. Its objective is to achieve systemic change in Thailand’s educational system, promoting equity and independent resource management.

The ABE expanded its operations to ensure continuous local-level operations.

4 keyobjectives
were established:

  • Developing area-based educational management mechanisms.
  • Enhancing data systems for helping disadvantaged children and youth.
  • Driving campaign and policy.
  • Developing innovative and model of education opportunities.

The ABE aims to establish “Provincial Integrated Plans” for collective benefits, utilizing two network levels: National and Provincial. At the National Level, various ministries and supporting units collaborate, while at the Provincial Level, public agencies, local organizations, and educational institutions are involved. This involves creating conditions for provinces to develop their own mechanisms, with contributions from the EEF, provincial public agencies, and external organizations. The project seeks to set up provincial-level database systems to identify and assist beneficiary groups while advocating for awareness within the provinces. These mechanisms are operated by case managers drawn from diverse sectors, who play a crucial role in planning, advocating, and engaging with communities to address local challenges, ensuring data accuracy, providing educational support, and monitoring outcomes for a sustainable decentralized model for continuous operation and scalability. Notable achievements include:

Establishing 10+ initial area-based educational management mechanisms across 10+ provinces nationwide.

These mechanisms provide tailored support to disadvantaged children and youth, both within and outside the educational system, fostering their development and skills.

Establishing a network of task forces in each province dedicated to tackling educational disparities.

These task forces receive capacity-building support to promote educational equity at the provincial level.

Creating comprehensive collaborative working models at the local level.

These models, established within both EEF agencies and local task forces, aim to provide holistic monitoring and assistance to children and youth across the areas.

The ABE fosters collaboration among relevant components within the areas to support beneficiary groups of all ages. This involves establishing local-level collaboration platforms to connect assistance models developed for various projects and scholarship programs, aiming to comprehensively serve all beneficiary groups. Additionally, interagency collaborative areas address disparities and advance strategic objectives related to educational equity. Provincial-level operational areas serve as strategic focal points for communicating issues and enhancing societal awareness.
