Background

The Equitable Education Fund (EEF) Thailand was established under the Equitable Education Fund Act (B.E. 2561) to help the needy, reduce educational inequality, enhance and develop the quality and efficiency of teachers, and, as specified in Article 5 (5), to promote, support, and assist educational institutions in providing teaching and learning that enables learners to learn and develop according to their aptitude and potential. In addition, the implementation of this project is also the implementation of the mission specified in Article 5 (7) in terms of research and development of knowledge to develop human resources and support the use of such knowledge to reduce inequality in education to address the needs of the country’s labor force.

The EEF has continued academic cooperation with the World Bank in projects of the Fundamental School Quality Levels (FSQL) research which has been conducted to prepare policy proposals to solve the educational inequality of small schools in remote areas, and the Adult Skills Assessment in Thailand that has been conducted to explore the skills and readiness of youth and provincial adults and to identify and develop operational guidelines to enhance the potential of human resources, promote academic cooperation, and advocate for policy proposals for continuous and sustainable equality in education. They are including the transfer of knowledge and developing the potential of EEF personnel and network partners in Thailand.

The EEF and the World Bank have therefore established a Partnership Framework between the Equitable Education Fund (EEF) Thailand and the World Bank to support the creation of efficiency, equality, and participation in the education system and the development of skilled labor in Thailand by: (1) developing diagnostic tools to support policy formulation; (2) finding and advocating evidence-based interventions for the development of education and workforce skills; and (3) co-communicating and promoting policy and innovation proposals to relevant agencies.

To enhance and extend the above projects, the EEF has joined forces with the World Bank and a network of policy and academic sectors to conduct further projects to expand survey results and develop readiness skills for youth and adults, which consist of the Provincial Adult Skills Assessment in Thailand and the Fostering Social and Emotional Learning in Vocational Education and Training project.

Objectives

  1. To sign a Partnership Framework between the Equitable Education Fund (EEF) Thailand and the World Bank to reduce inequality in schools and develop the competency of Thai youth and adults.
  2. To create an understanding of new strategies and challenges for youth and adult development.
  3. To exchange views on the importance of the skills and learning necessary to reduce economic and social inequality among all parties.

Target group

  1. Government agencies, the private sector, the academic sector, and members of the press who focus on reducing inequality in educational institutions and developing the capacity of youth and adults
  2. Local and provincial partner agencies
